CSIS Security Alert - People’s Republic of China’s Online Recruitment Attempts

Dear colleagues,

The Canadian Security Intelligence Service (CSIS) has informed us of a security threat targeting Canadian government employees and Canadian academics.

To acquire Canadian knowledge and expertise, the People’s Republic of China (PRC) has been attempting to recruit Canadian government employees and Canadian academics to participate in an overseas talent program through a large-scale email campaign directed against individuals within multiple Government of Canada departments.

The recruitment attempts take the form of an invitation for overseas talent to apply for the Global Excellent Scientists Fund in China.

These types of talent recruitment and technology transfer initiatives can result in the misappropriation of Government of Canada resources and the loss of proprietary and sensitive information.
