Performance Management: 2023-2024 Beginning-of-Cycle Assessment

May 11th, 2022

Good day colleagues,

The time has come to launch the 2023-2024 performance management cycle for employees. The beginning of the cycle is a perfect opportunity to develop work objectives, clarify expectations and discuss learning needs.

All performance agreements must be recorded in the Public Service Performance Management application (PSPM) by June 30, 2023. Here are the steps to follow to start the cycle on the right foot:

Managers:

  • Develop work objectives for your team members.
  • Review the core competencies so that you can explain their importance to employees in terms of their work and expected behaviours.
  • Discuss the learning and development needs and opportunities available to employees and record the agreed upon activities in the Learning Plan.
  • Have conversations with your employees and ensure they understand the expected results, timelines, and behaviours.
  • Record this in the PSPM Application, sign the performance agreements and have your employees do the same.

Employees:

  • Review your previous performance assessment and take note of opportunities for improvement or development.
  • Reflect on your learning and development needs. Be prepared to discuss them with your manager/supervisor.
  • Ensure that you have a clear understanding of your new performance expectations, including your work objectives and the core competencies. Ask for clarification, as necessary.
  • Document and sign your new performance agreement in the PSPM application.

Seasonal employees

It is possible that the established deadlines do not apply to your employment period. However, the performance agreement should be established as soon as possible. Please consult the ParksNet page for seasonal employees for more information.

The Performance and Talent Management page on ParksNet offers many resources and tools to help you through each step of this process.

Reminder to managers: In keeping with Parks Canada's procedures for communications with employees, managers are responsible for ensuring all employees under their responsibility receive the information intended for them. It is important that you find a means to transmit this message and, if any, the attachment(s) to employees without access to Parks Canada e-mail or the intranet, e.g., by posting it, circulating a paper copy or by any other appropriate means.
