What We Heard Summary

August 2025

Parks Canada hosted two community open houses on December 12, 2024, about the future of the Keltic Main Lodge. We provided updates on the options analysis, which aims to determine the feasibility of potential future uses for the space, the Federal Heritage Review Office (FHRO) evaluation, and the Keltic in-road infrastructure projects.

A sincere thank you to the 65 people who took the time to attend these open houses. Thanks as well to those who were unable to make it but provided their thoughts, comments and suggestions by email. We value all this feedback, which has been documented and shared within Parks Canada and with GolfNorth.

We value and carefully consider all feedback provided during the open house. For privacy reasons, however, this report does not include comments, whether positive or negative, about third parties. Where appropriate, such feedback has been shared directly with the relevant parties.

Historical and Current Significance
The Keltic Main Lodge holds both historical and contemporary significance in the region. During its early years, the property established itself as a provincial destination, known for its culinary offerings and hospitality standards. Many community members maintain strong personal connections to the property, having celebrated weddings in the sitting room or built careers within its walls.

Operational Challenges and Concerns
Community members expressed concerns about challenges in management and staffing at the property. They noted perceived issues such as insufficient training for staff, limited communication with employees and the broader community, and alleged frustrations arising from these factors. Some community members also reported concerns about service standards and staff treatment and cited a lack of clarity regarding the property's future operations.

Feedback indicated that budget limitations might be impacting the operation's quality. Observations included a perceived lack of investment in infrastructure, amenities, and innovation across accommodations and golf facilities. Community members expressed concerns about how this might affect the property's reputation and operations, referencing negative online reviews.

Opportunities for Revitalization
Regarding revitalization opportunities, there is strong community support for preserving the property, with various proposals for its future use. One suggestion received involves transforming it into a multi-purpose facility, potentially incorporating a museum or public space that celebrates regional history and culture. Another suggested following the Fogo Island model, emphasizing ecotourism and sustainable practices. Some community members have proposed maintaining select historical features, such as the dining and sitting rooms while adapting other spaces for contemporary use. A few individuals raised concerns that if the costs to make the necessary repairs are astronomical, they would be okay with another option more economically feasible for the site.

We heard from participants that the property presents opportunities for enhanced tourism and community engagement. It could serve as a central point for outdoor activities, connecting beach and trail systems while supporting year-round tourism through activities like mountain biking and multi-use trails. Potential partnerships with local attractions, including Ski Cape Smokey, the municipality, and Velo Cape Breton, could strengthen its position in the tourism landscape.

Looking ahead, stakeholders emphasized the importance of aligning any development with contemporary visitor preferences, suggesting a shift from traditional offerings toward more diverse, sustainable experiences. This evolution would require balancing community input with viable operational models.

Community Recommendations and Next Steps
Community members expressed interest in Parks Canada reviewing the current lease arrangement with the lessee to ensure alignment with operational objectives. Those in attendance identified the need for enhanced communication strategies to keep the public informed about plans and timelines. There is broad community consensus that taking action to maintain the property should be prioritized to preserve this community asset.
