What is a Private Home Accommodation (PHA)?

A PHA is a home-based business that provides commercial visitor accommodation on a per night basis.


What are the requirements to operate a Private Home Accommodation?

Requirements for PHAs are found in Article 30 of the Jasper Land Use Policy. The following summarizes key requirements:

  • Be in the R1, R2, R2H, CCWa, and CCWb Districts. You can find your zoning district by locating your property on the Town of Jasper land use map and clicking on the Info tab for the District
  • Be operated by the lessee who must reside in the dwelling as their primary residence (the lessee cannot be a corporate entity)
  • Have a PHA Area that does not exceed 45% of the dwelling’s gross floor area
  • Have a maximum of two bedrooms
  • Not contain a kitchen, unless it is located in a Secondary Suite
  • Not located in a Garage Suite or Garden Suite
  • Provide one on-site parking stall (2.7m by 6.0m) for each bedroom of PHA in addition to the site’s required on-site parking
    • For homes without rear lane access, the PHA required on-site parking may be in the front setback provided that the required minimum soft landscaping requirements are met
  • Meet current building code requirements (e.g. smoke and carbon monoxide alarms, egress to exterior, window egress requirements, etc.)
  • Have a business licence from the Municipality of Jasper to operate.

What is the permitting process for a Private Home Accommodation?

The permitting process depends on your situation:

  1. No construction required; or
  2. Construction required (building a new home with a PHA or renovating an existing home to have a PHA)

No Construction required

  1. Submit a PHA Discretionary Use Permit application package to jasperdevelopment@pc.gc.ca for review. See below for the required contents of the application submission package.
  2. A development officer reviews the application and grants conceptual approval. They issue a conceptual approval letter outlining whether a PHA Building Code Inspection by an authorized accredited Safety Code Agency (PDF, 44 KB) is required.
  3. Parks Canada conducts a compliance inspection.
  4. Parks Canada issues the PHA permit.
  5. Obtain a Municipality of Jasper Business Licence. Information on this process is available here: Doing Business in Jasper website.

Construction is required (for rebuilds, new builds, or renovations to existing homes)

  1. Submit a PHA Discretionary Use Permit (DUP) application package together with your Development Permit application package to jasperdevelopment@pc.gc.ca for review. See below for the required contents of the application submission package.
  2. A development officer reviews your Development Permit and Discretionary Use Permit applications concurrently. They issue your Development Permit noting that proposed PHA and grant conceptual approval of the PHA permit. They also provide a Building Permit Requirements letter outlining the next steps to apply for a Building Permit.
  3. Submit your Building Permit Application package to jasperdevelopment@pc.gc.ca.
  4. Parks Canada issues your Building Permit and PHA DUP.
  5. Complete construction activities and arrange inspections through an authorized accredited Safety Code Agency (PDF, 44 KB).
  6. Parks Canada conducts a final inspection and issues an Occupancy Authorization or Certificate of Completion.
  7. Obtain a Municipality of Jasper Business Licence. Information on this process is available here: Doing Business in Jasper website.

What do I need to submit for a Discretionary Use Permit for a Private Home Accommodation?

A complete PHA Discretionary Use application submission package consists of:

  1. Parks Canada Discretionary Use Application

    A signed Discretionary Use Permit Application (PDF, 170 KB) which will provide the development office with the contact information and what is proposed for the permit.
  2. PHA Submission Checklist

    A completed Private Home Accommodation Checklist (PDF, 180 KB) All information and attachments in the fields in the left-hand column are required to properly review your submission. The column on the right is for Office Use Only and used to review your submission.
  3. Statutory Declaration Eligible Residency

    A Home Based Business does not grant eligible residency; therefore, you are required to submit a Statutory Declaration as part of the submission. Visit the eligible residency webpage for more information.
  4. Floor Plan

    As noted in the PHA Checklist, a dimensioned and scaled floor plan of the entire dwelling including the PHA area is required. This must also include the gross floor area of the dwelling (m2) and the PHA area (m2). The PHA area must not be more than 45% of the gross floor area of the dwelling it is located within. All plans must be in metric.
  5. Site Plan

    As noted in the PHA Checklist, a site plan is required. A PHA requires one additional on-site parking stall per each bedroom of PHA in addition to the site’s required on-site parking for the primary dwelling. A dimensioned and scaled site plan is required and must demonstrate and label each required on-site parking stall (2.7m by 6.0m for each stall). All plans must be in metric.

Are any other permits required to get my Private Home Accommodation Discretionary Use Permit?

If any construction is proposed, you would require separate permits. If the construction is within the home, you would require a separate Development Permit and Building Permit for Interior Renovation (e.g. installation or alteration of windows and doors, modification of previously approved floor plans, additional bathroom, etc.).

If you wish to construct a Secondary Suite for your PHA area, you will require a separate Development Permit and Building Permit for a Secondary Suite.

Additional on-site parking stall development will require only a separate Development Permit for Landscaping (including Sidewalks and Parking)


Frequently asked questions

  • If I construct a Secondary Suite and apply for a Private Home Accommodation to be within it, can I operate for part of the year and rent it out to residents for the rest of the year?

    Yes, if you adhere to the Parks Canada PHA Discretionary Use Permit and the Municipality of Jasper Business License terms and conditions.

  • Can I have a kitchen in my PHA Area?

    Only if your PHA is within a legal Secondary Suite. Secondary Suites are regulated under the Town of Jasper Land Use Policy and under National Building Code – Alberta Edition.

    If I follow the rules of the online booking platform I use, can I assume that my PHA meets Jasper’s rules?

    No, you are free to use whatever online booking platform(s) you wish, but your rental must follow the terms and conditions of the Parks Canada PHA Discretionary Use Permit and the Municipality of Jasper Business Licence.
