Article 8 (PDF : 0.24 Mb) of the Nunavut Land Claim Agreement (PDF : 1.3 Mb) (NLCA) requires that an Inuit Impact and Benefit Agreement (IIBA) be negotiated prior to the establishment of any new park in Nunavut. The IIBA shall include any matter connected with the proposed park that would have a detrimental impact on Inuit, or that could reasonably confer a benefit on Inuit either on a Nunavut-wide, regional or local basis, including among other things: cooperative management, continuation of Inuit harvesting rights, and Inuit employment and economic benefits. Schedule 8-3 of Article 8 of the NLCA details matters appropriate for IIBAs in relation to parks.
