Personal information banks (PIBs) are descriptions of personal information maintained by government institutions about individuals in support of specific programs and activities. The Privacy Act requires that personal information banks include all personal information that is organized and retrievable by an individual's name or by an identifying number, symbol or other particular assigned exclusively to that individual. Personal information banks must also include personal information that has been or is being used or is available for use for an administrative purpose.

Administration of marine activity permits

Description
This bank contains information on holders of marine activity permits issued under the Marine Activities in the Saguenay–St. Lawrence Marine Park Regulations. Personal information may include name, contact information, and other identification numbers.
Class of individuals
Owners or representatives of organizations.
Purpose
This bank serves as a registry of marine activity permits. Personal information is used for the administration of permits related to activities conducted in the marine park, including compliance monitoring and enforcement activities such as managing reports, complaints, notices of violation, and administrative follow-ups. The information is collected under section 8 of the Saguenay–St. Lawrence Marine Park Act.
Consistent uses
Personal information is shared with park wardens to ensure compliance with the Marine Activities in the Saguenay–St. Lawrence Marine Park Regulations and may be used for investigations, to issue notices of violation, or to suspend a permit. De-identified information may also be used for research, planning, evaluation, statistical purposes, and reporting.
Retention and disposal standards

Aquatic invasive species prevention permits

Description
This bank contains information used to confirm compliance with aquatic invasive species regulations. Personal information may include name, contact information, location of last use of watercraft and water gear, intended location of next use, watercraft, vessel and vehicle information such as type, model, registration and license plate.
Class of individuals
National parks visitors
Purpose
The personal information is used to administer the protection and conservation of natural and cultural resources and for the issuance of a watercraft use permit to comply with regulations related to the use of watercraft and water-related gear in the park. The information will also be used to record watercraft usage in the park and assess risk for introduction of aquatic invasive species. Personal information is collected pursuant to sections 8(2), 16(3) and 18 of Canada National Parks Act, the section 6 of Species at Risk Act and section 7 of the National Park General Regulations.
Consistent uses
The information will be used to assess risk of the introduction and spread of aquatic invasive species from the use of the visitor’s watercraft or water-related gear. Data will be aggregated and reported on annually in internal reports to inform management decisions. The personal information may also be shared with law enforcement branch for enforcing Canada National Parks Act and provision of various other statutes that support the Agency’s mandate.
Retention and disposal standards
Physical records will be retained for a maximum of 5 years and then they will be destroyed. Data analysis resulting from the records will not contain personal information.

Description
This bank contains information used to identify persons, vehicles and missing persons. Claims and Litigation Program

Description
This bank describes information collected, managed, and maintained by Parks Canada in connection with incidents involving property damage or personal injury that occur in places under its jurisdiction. This includes information provided by individuals (for example, park visitors, motorists) who submit a claim or report an incident involving Parks Canada’s infrastructure or property. Personal information collected may include name, contact information, driver’s license number and province of issue, vehicle information (make, model, color, year), license plate number and issuing province, insurance provider and policy details, description of the incident or claim, witness statements or supporting documentation, and photographs, video, or other recordings provided by claimants.

Motorists, highway users, park visitors, and any individuals involved in or reporting a personal injury or property damage incident in Parks Canada’s administered places.
Purpose
Personal information is collected to document personal injury or property damage in anticipation of litigation and may be used by the Agency to make administrative decisions on claims by/against the Crown. The personal information is collected pursuant to section 8 (1) of the Canada National Parks Act and relevant Regulations found under the Act (such as the Highway Traffic Regulations) as well as the Crown Liability and Proceedings Act (R.S.C., 1985, c. C-50); decisions are made in accordance with Parks Canada Agency’s financial delegation instrument.
Consistent uses
This information will be used to determine liability in property damage or personal injury incidences, to approve settlement payment for losses or to resolve claims pursued by the Crown against third parties.
Retention and disposal standards
Personal information will be retained for a minimum of two (2) years after the last administrative action, except where individual consent has been provided and legislation allows for immediate disposal. The disposition standards set out by Library and Archives Canada will be followed after this retention period has ended.

Ecological Monitoring Program remote cameras image

Description
This bank describes personal information collected through cameras installed in Parks Canada parks and trails for the purpose of monitoring wildlife and habitat use. Photos captured may occasionally include identifiable individuals. Personal information includes photos of individuals.

Purpose
The personal information is collected to support studies, surveys, and wildlife monitoring activities within Parks Canada’s mandate. Images are used for ecological monitoring and research purposes and will not typically result in any administrative decision about an individual. Personal information is collected pursuant to section 8 of the Canada National Parks Act.
Consistent uses
Photos may be shared with Parks Canada’s Law Enforcement Branch for the purpose of enforcing the Canada National Parks Act and other statutes that support the Agency’s mandate. This sharing occurs only when illegal activity within Parks Canada is detected, which may lead to an investigation and law enforcement actions against the individual.
Retention and disposal standards
(2016/001) Wildlife photos containing images of wildlife and/or humans (personal information) are deleted from the third-party Computer vision and Machine learning software solution servers by Parks Canada staff.
(2017/001) When human’s photos are disclosed to law enforcement branch for investigation of illegal activities, Parks Canada is required to retain these records. Parks Canada received a new disposition authority from Library and Archives Canada (LAC).

Description

Impact Assessment Environmental Surveillance Program

Description
This bank contains personal information collected and used to support the evaluation and monitoring of proposed actions, projects, or policies that may have environmental effects. Impact assessment is a key tool that enables Parks Canada to identify, mitigate, and manage potential adverse environmental impacts in support of its legislated mandate. As part of this process, Environmental Surveillance activities are conducted by Parks Canada surveillance officers to verify, during project construction / implementation that mitigation measures are implemented as required. The Parks Canada Impact Assessment Environmental Surveillance System is used to record observations made during these site visits. Personal information collected may include names, contact information, and identification numbers such as photographs and license plate numbers. This information is collected from individuals associated with project sites and is used to support follow-up, compliance verification and the implementation of any corrective actions required to minimize environmental impacts.

Purpose
The personal information is collected for the purpose of administering the Parks Canada Impact Assessment Program and supporting the protection and conservation of natural and cultural resources on lands administered by Parks Canada. Personal information is used to enable Parks Canada to meet its legal obligations under the Impact Assessment Act, including verifying compliance with applicable legislation, policies and conditions of project approvals, and to prevent adverse environmental effects. As part of this compliance function, Parks Canada surveillance officers may conduct inspections of project sites during the construction or implementation phases of approved projects to verify that required mitigation measures are implemented effectively. Personal information is collected pursuant to sections 8, 16 and 18 of the Canada National Parks Act and section 84 of the Impact Assessment Act.

The information may also be used and shared with the Law Enforcement Branch in the event of a non-compliance matter for enforcing Canada National Parks Act to resolve administrative issues. Law Enforcement Program

Description
This bank contains personal information about individuals that were implicated in an incident or investigation undertaken by Parks Canada Park wardens in enforcing the laws of Canada as they relate to the Agency mandate. The personal information collected as a result of an incident or investigation may include names; contact information; physical attributes; date of birth; vehicle information, vessel information, identification numbers; criminal history; company name; the date and nature of the alleged incident or investigation; and the law enforcement action (charged, fined, warned, evicted).

Visitors and businesses within the jurisdiction of Parks Canada.
Purpose
Information collected as part of an incident or investigation may be used by the Agency for the purpose of enforcing the Canada National Parks Act and its regulations and other complementary legislation such as the Criminal Code, the Species at Risk Act, and other federal and provincial legislation for the purpose of protection and conservation of natural and cultural resources and protecting the quality of the visitor experience. Information collected as a result of an incident or investigation is entered into the Agency’s Incident and Event Management system for Law Enforcement (IEM-LE).
Consistent uses
Information within IEM-LE may be used to report critical incidents to senior management, produce year-end reports and to develop law enforcement policies or guidelines. Pursuant to section 8(2)(a), (e) and (f) of the Privacy Act, personal information may also be disclosed to an investigative body as listed in the Privacy Regulations or to a municipal, provincial/territorial, or other policing service, under certain circumstances as described in those sections of the Act.

National historic sites and the National Program of Historical Commemoration

Description
This bank describes information about the commemoration and conservation of historic places of national and international significance, as well as a funding program, the National Cost-Sharing Program for Heritage Places. Personal information may include name, contact information, financial information, language of communication, personal views and opinions of the individual, other personal data which may be contained in the project proposal, and signature. For historical commemoration, this includes personal information such as name and contact information of persons who nominate a topic for national historic designation to the National Program of Historical Commemoration, as well as information about external readers of historical research reports, reviews of designations and plaque texts. Expert analysis and personal opinions related to designations are included.
Class of individuals
Owners, lessees and operators of historic sites or their representatives, and representatives of private sector businesses, provincial, territorial, and local governments, heritage stakeholder groups, Indigenous groups and other non-profit organizations, and provincial or territorial Crown corporations that provide funding or are otherwise involved in the commemoration or conservation of Canada's historic places. All individuals involved in the commemoration process including members of the public, academics, heritage experts, Indigenous readers and representatives of communities and organizations.
Purpose
Information is used in commemoration decisions, to maintain a register of owners and lessees of national historic sites, and to process applications for funding and assistance under related programs. Personal information is collected pursuant to section 8 of the Parks Canada Agency Act. Information is used to support public involvement in the commemoration process to confirm and broaden historical content developed for each designation.
Consistent uses
The Canadian Register of Historic Places and the Directory of Federal Heritage Designations are publicly accessible on the Parks Canada website. Information may also be used for program evaluation and/or reporting purposes. The National Program of Historical Commemoration is based on public nominations and members of the public (referring to experts, local groups, relevant Indigenous communities) are involved in every phase of the designation and commemoration process.

National Information Services

Description
This bank described personal information collected by Parks Canada Agency (PCA) from visitors who request a refund for daily entry fees incurred when they did not present their previously purchased Discovery Pass during a visit to a PCA-administered location. Refunds are available within 30 days of purchasing the daily pass and are processed exclusively by phone through the National Information Service, with assistance from designated PCA staff. Personal information collected may include the individual's name, contact information, and financial information. Credit card details are confirmed verbally during the call and used solely to process the refund transaction in real time. Credit card information is not recorded or retained by PCA.

Purpose
Personal information is collected to confirm the identity of visitors requesting an independent refund and to allow individuals to get refunded extra costs incurred through their own error as a customer service gesture. The personal information is collected pursuant to section 8 (1) of the Canada National Parks Act, section 8 of the Parks Canada Agency Act and the Financial Administration Act. Information is used by PCA to provide refunds to the visitors, revenue accountability, statistics, future planning, and to make administrative decisions such as refund eligibility. Personal information may be shared with other Parks Canada programs or third-party tourism partners for who may process refunds of linked to Discovery Passes purchased in person or through their services. This information is held by the Contractor on behalf of PCA.
Consistent uses
Personal information may be shared with law enforcement branch for enforcing the Canada National Parks Act, the National Marine Conservation Areas Act, the Saguenay-St. Lawrence Marine Parks Act, and the Rouge National Urban Park Act and provisions of various other statutes that support the Agency’s mandate. Depersonalized information may be used by PCA for statistics, reporting to senior management, revenue, maintenance decisions and future planning purposes.

Retention and disposal standards
In April 2017, Parks Canada received a new disposition authority from Library and Archives Canada. Library and Archives Canada archivist needs to analyse each function of Parks Canada's operations to determine the information resources of archival value. Once the information resources of archival value have been determined, retention schedules and structures for the organization of information resources will be developed. In the meantime, Parks Canada is required to retain all records in their current format and with their complete content.
