Closure of Rue des Remparts to Vehicular Traffic
Restoration work on the fortification wall of the Saint-Charles battery is progressing well. However, due to the complexity of excavation operations in this particularly narrow and delicate section, and to ensure the safety of workers and the public while maintaining smooth school traffic, Parks Canada and the City of Québec have agreed to extend the closure of Rue des Remparts until the end of September 2025, Monday to Friday, from 7:00 a.m. to 3:00 p.m. The teams involved are continuing the work diligently to complete this critical phase safely and as quickly as possible. To avoid disrupting school transportation, work will be suspended during specific hours, from 3:00 p.m. to 7:00 a.m. Rest assured that all teams involved are working efficiently to complete this critical phase safely and promptly.
Aware that this extended street closure may cause inconvenience, Parks Canada sincerely thanks the citizens, merchants, and partners in the area for their patience, flexibility, and valuable cooperation in this major project.
Work content
A segment of the Fortifications of Québec National Historic Site near Rue des Remparts is currently undergoing major restoration. The wall components have reached the end of their useful life, and work is necessary to ensure the long-term sustainability of the structure. The goal is to fully restore the walls, stabilize the foundations on bedrock, and install drainage systems
The work began in spring 2025 and will span two years. To ensure optimal project execution while allowing vehicle traffic, the site is divided into two distinct phases. This approach aims to free up space as quickly as possible while respecting the site's technical constraints.

First phase (2025)
This phase of the work runs from the week of June 9, 2025, to December 2025. Although the entire site is occupied from the start, work is taking place in the section between Rue Hébert and Rue de la Ménagerie. Securing the site and cliff requires tree trimming. Once completed, this section will be reopened to allow vehicle passage and snow removal.
*****Please note that in order to carry out the excavations required for phase 1 of the worksite on rue des Remparts, the section between rue de la Ménagerie and rue Hébert will have to be completely closed to vehicular traffic from June 17 to the end of September, Monday to Friday between 7 a.m. and 3 p.m.****
Second phase (2026)
Work will continue from April 2026 to October 2026 only in the section marked in turquoise in the image below, which helps reduce the impact on local residents and businesses
Safety and traffic
In partnership with the City of Quebec and the contractor, Parks Canada has implemented the following measures to ensure the safe and efficient circulation of people and vehicles around the construction site:
- Vehicule Traffic and Parking: Rue des Remparts between Rue de la Ménagerie and Rue Hébert will remain open to one-way traffic at all times starting at the end of September 2025. Parking restrictions are in effect in this area. Rue Port-Dauphin is open only to local traffic, meaning residents of the block bordered by Rue des Remparts, Rue Hébert, and Rue de la Ménagerie; employees of Collège François de Laval; and anyone needing access to the construction sites of the Séminaire de Québec and Collège François de Laval. During the work, residents can access their homes via Rue Hébert and Rue Monseigneur de Laval and exit via Rue de la Ménagerie to reach Rue des Remparts.
- Flagmen: Two traffic controllers will direct traffic from June 17 to the end of September, Monday to Friday from 7:00 a.m. to 3:00 p.m., at the following locations: the corner of Rue Port-Dauphin and Côte de la Montagne, and the corner of Rue Ste-Famille and Rue des Remparts.
- Pedestrian traffic: A pedestrian path is set up along the full length of Rue des Remparts on the residential side.
Please pay attention to temporary signage and follow parking restrictions near the construction zone. If everything goes as planned, most of the Phase 1 work will be completed by the end of December 2025.
Parks Canada thanks you for your patience and cooperation during this essential work to maintain, preserve, and protect the Fortifications of Québec National Historic Site. This site is central to Old Québec’s designation as a UNESCO World Heritage Site in 1985.
