Parks Canada invites Expressions of Interest (EOI) from businesses, organizations, or groups for the future occupancy of Maillou House, located at 17 Saint-Louis Street, in the heart of Old Québec’s historic district - a UNESCO World Heritage Site.
Maillou House is a heritage building forming part of the Fortifications of Québec National Historic Site. This unique opportunity allows proponents to showcase an iconic location deeply tied to the city’s history.
Situated near the Dufferin Terrace, Maillou House benefits from an exceptional location and strong potential for foot traffic.
Expressions of Interest (EOI) is open from January 7 to February 3, 2026. It is necessary to pre-register and attend a mandatory site visit on January 16, 2026. Tour times: 10:00 a.m., 1:00 p.m., and 3:00 p.m.
Objectives
Parks Canada seeks a high-quality project that will:
- Bring Maillou House to life for visitors;
- Respect its historical value and architectural integrity;
- Align with Parks Canada’s mandate to protect and present Canada’s natural and cultural heritage.
Opportunity Details
- Location: Maillou House, 17 Saint-Louis Street, Québec City, QC;
- Initial Lease Term: Minimum of five (5) years, starting April 1, 2026;
- Renewal Options: Two (2) renewal options for a maximum total duration of 15 years, ending no later than March 31, 2041.
Desired Outcomes
Proposals should:
- Enhance visitor experience and engagement;
- Promote the site through a distinctive and culturally appropriate project;
- Demonstrate financial and operational sustainability.
Eligibility
This EOI is open to:
- Businesses, organizations, or groups, preferably with experience in cultural or tourism sectors, but especially having at heart the enhancement of the site;
- Proponents able to demonstrate capacity to operate within a heritage building and comply with Parks Canada standards for conservation of heritage buildings. All will be done with guidance from the cultural resources management team of Parks Canada.
Submission Requirements
Interested parties must submit:
- Pre-register and attend a mandatory site visit on the scheduled date: 2026, January 16 - tour times are 10am, 1pm and 3pm;
- Cover Letter expressing interest;
- Project Concept (vision, objectives, proposed activities);
- Organizational Profile (experience, qualifications);
- Financial Capacity (summary of resources or funding plan);
- Contact Information.
Evaluation Criteria
EOIs will be assessed based on:
- Alignment with Parks Canada’s mandate and heritage values;
- Quality and originality of the proposed concept;
- Demonstrated experience and capacity;
- Financial viability.
Timeline
- EOI Issue Date: 2026, January 7;
- Submission Deadline: 2026, February 3;

Note that there is presence of asbestos and lead in the house. An analysis report conducted in 2022 will be provided during the request for proposals.
