General Context
Q1. What is Workforce Adjustment (WFA)?
Workforce Adjustment (WFA) refers to a situation where changes in government priorities, funding levels, or program delivery requirements result in the President and Chief Executive Officer (PCEO) decision that the services of one or more indeterminate employees will no longer be required beyond a specified date. It is governed by the Appendix K of the collective agreement.
Q2. Why is Parks Canada entering a period of WFA?
As a part of Parks Canada’s ongoing Transformation work, some activities will be adjusted, scaled back or discontinued, and the number of positions required to deliver certain programs and services will be reduced. Given the scale of the required savings, attrition alone will not be enough to meet our targets.
This is the first phase of WFA for Parks Canada, which responds specifically to reductions identified in the Government of Canada’s Responsible Government Spending initiative. This includes a reduction in Parks Canada’s executive footprint, as part of broader efforts shared across federal organizations to improve leadership structures over time. We will continue to communicate on any future WFA activity as we work to meet additional targets identified in Comprehensive Expenditure Review, announced in Budget 2025.
We will continue to leverage attrition and workforce planning, aiming to minimize impacts on employees to the maximum possible extent.

No, only certain positions are impacted by the decisions being implemented at this phase. Employees whose positions are directly impacted by the announcement on June 4, 2026, have already been informed.
Q4. How many positions have been impacted?
Out of respect for affected team members, we’re not sharing specific numbers as part of this phase of Workforce Adjustment. That information could identify people before they’ve had a chance to share their own news in their own way. All team members whose positions are directly impacted by the decisions being implemented at this time have already been informed, and we’re committed to supporting them through this transition.
Q5. Does the June 4, 2026, announcement mark the end of the Parks Canada transformation process?
No. The transformation is an organization-wide process that continues to progress. You will be informed in a timely manner as decisions are made.
Impact on Employees
Q6. How will I know if my position is impacted?
Employees whose positions are directly impacted by the decisions announced on June 4, 2026, have already been informed. If you have not been contacted, your position is not impacted by the measures announced at that time. As the transformation process continues, additional updates will be communicated as further decisions are made. Employees will be informed as soon as possible when decisions affecting them are finalized.
Q7. What support is available for employees impacted by WFA?
Impacted employees have access to a range of supports, including:
- WFA entitlements and options under the Appendix K of the collective agreement
- Human Resource Advisor support
- Employee and Family Assistance Program (EFAP), available 24/7 at 1-800-268-7708.

Alternation Process
Q9. What is the alternation process?
Alternation is a voluntary workforce adjustment process that allows an opting or surplus employee whose position is impacted by WFA to exchange positions with a non-impacted employee who wishes to leave the organization. This process helps retain employees who wish to continue working while providing a voluntary departure option for others.

Q10. How do I express interest in alternation?
Employees can indicate their interest through the alternation process tool available in the WFA Toolkit on Parks Campus. Additional guidance is provided.
Q11. Am I guaranteed an alternation if I apply?
No. Alternation depends on finding a suitable match between employees. There is no guarantee that a match will be available.
Process and Timing
Q12. What happens next?
Impacted employees will be supported through the WFA process, including review of available options and next steps. The organization will continue to provide updates as decisions are confirmed.
Q13. Will there be additional workforce adjustment announcements?
We expect additional workforce adjustment announcements will occur as the transformation process continues, and further decisions are made to meet savings targets identified in the Government of Canada’s Comprehensive Expenditure Review. Impacted employees will be informed as soon as possible. Updates will continue to be shared as decisions are finalized, and employees will be kept informed.
