Establishment of a Joint Workforce Adjustment Committee

Dear colleagues,

As part of Parks Canada’s broader transformation and expenditure review requirements, I want to update you on what this means for our workforce. As communicated previously, attrition alone will not fully meet our required workforce reductions. As a result, use of workforce adjustment activities will likely be required. We are committed to carrying out this work thoughtfully and transparently.

To that end, Parks Canada is working closely with representatives of the Public Service Alliance of Canada. Together, we have formally established a Joint Workforce Adjustment Committee. This committee provides a structured forum for early engagement, information sharing, and discussion on how workforce adjustment would be managed, with a strong focus on:

  1. Supporting affected employees;
  2. Exploring options to mitigate impacts wherever possible; and,
  3. Ensuring obligations under the collective agreement, policies, and legislation are respected.

The Terms of Reference for the Joint Workforce Adjustment Committee, as well as meeting minutes, are available online for team members who wish to learn more about the committee’s mandate and discussions to date.

We recognize that conversations about workforce adjustment can create uncertainty and concerns. While a workforce adjustment process has not yet been initiated, please be assured that, when it is launched, any future steps will be communicated clearly, respectfully, and as soon as possible.

Employee well-being remains an important priority for Parks Canada. Support remains available through your management team, your union representatives along as the Employee and Family Assistance Program (EFAP) and its new virtual platform, Life Speak.

Thank you for your continued professionalism, dedication, and commitment during this period of change.

Sincerely,

Rawan El-Komos

Vice President, Human Resources and Employee Wellness

Reminder to managers: In keeping with Parks Canada's procedures for communications with employees, managers are responsible for ensuring all employees under their responsibility receive the information intended for them. It is important that you find a means to transmit this message and, if any, the attachment(s) to employees without access to Parks Canada e-mail or the intranet, e.g., by posting it, circulating a paper copy or by any other appropriate means.
