The Continuous Improvement Program
Impact assessments are conducted on proposals at national parks, park reserves, urban parks, marine conservation areas, and historic sites and canals.
The Continuous Improvement Program (CIP) provides a national outlook on the performance of Parks Canada’s impact assessment program.
The goals of the CIP are four-fold:- ensure that assessments are conducted in accordance with the Parks Canada Directive on Impact Assessment
- maintain national consistency in impact assessment
- identify and implement opportunities for growth and improvement
- highlight successes
The CIP evaluation strategy has two components:
- Annual Evaluation – Each year 24 impact assessments are randomly selected for review. A team of internal staff and external experts compares the assessments against expected results. The goal of the review is to support effective and efficient assessments.
- Key Investigation – Each year one complex aspect of the impact assessment program is analysed in detail. The topic is drawn from a rotating schedule of topics for investigation. The methodology varies. For example, in 2020 the topic was environmental surveillance. The investigation looked at how often environmental surveillance was conducted. It addressed the challenges of verifying whether mitigations are implemented and adjusted as needed.
